Good evening, today is Wednesday, October 5th, and I’m Hector Montemayor-Perez.
Plans for a long-rumored fourth Dollar Store for Alpine hit a serious snag Tuesday with an overflowing crowd of speakers at City Council.
The meeting was moved to the Civic Center next door when speakers for the overflow crowd failed to work properly.
Then, after hearing from 18 speakers, the motion died for lack of a second. Two speakers appeared twice and almost all argued against an enabling action,
At issue was a replat application for a lot for the Dollar General Store that was planned at 1911 North Highway 118 near Alpine High School.
City Attorney Rod Ponton explained the replat was needed if the planned store were to go ahead.
It was on a lot that only recently was annexed and the existing plat was for individual homes. The store would require going over platted lot boundaries without the replat.
Ponton said without the annexation, the business could build there anyway but it would not need to be subject to city codes and would not provide property and sales tax revenues.
A common theme of all the opposing speakers was, while they wanted businesses that would help Alpine, a fourth Dollar Store would be bad for the city.
Several cited news media reports that said dollar stores generally were bad for small cities for a litany of reasons.
They questioned why, with more than 18,000 stores in the country, it needed four in Alpine.
Concerns included bright lighting in a residential area, traffic issues and an appeal for non-nutritional snacks being sold to high school students.
When the motion failed to get a second, it died and the effect was no action for or against.
Mayor Catherine Eaves told City Council Tuesday there was a “good turnout” Monday for the first in a series of public meetings on a proposed Master Plan.
The city has scheduled five “Town Hall” meetings, one for each ward and one for the mayor to solicit public opinions on what they would like their city to become.
The next meeting will be for Ward One citizens at the Alpine Elementary School Cafeteria at 5:30 p.m. Wednesday, October 19.
The next is for all citizens in a Town Hall for the mayor at 2 p.m. Saturday, November 5 at the Granada Event Space.
Ward Five residents are invited to the next one at the Visitor Center Pavilion at 5:30 p.m. November 17.
A Town Hall for Ward Four will be at 6 p.m. December 1 at the Alpine Public Library and Ward Three will be at noon December 7 at the American Legion Hall.
All citizens can attend any of the offered meetings. They are not limited to just the one assigned for the Ward you live in.
The Inaugural Big Bend Bluegrass Festival will be Friday and Saturday at the Alpine Civic Center.
It will feature the Kody Norris Show, Edgard Loudermilk Band, Bluegrass Express, Second Time Around and The Old Rugged Choir.
The host hotel will be the Parker Hotel, known earlier as the Quarter Circle Seven and the Ramada Inn before that. For reservations, mention “Bluegrass” and get a discount.

La alcaldesa Catherine Eaves le dijo al Concejo Municipal el martes que hubo una “buena participación” el lunes en la primera de una serie de reuniones públicas sobre un Plan Maestro propuesto.
La ciudad ha programado cinco reuniones de “Ayuntamiento”, una para cada distrito y otra para el alcalde para solicitar opiniones públicas sobre lo que les gustaría que fuera su ciudad.
La próxima reunión será para los ciudadanos del Distrito Uno en la Cafetería de la Escuela Primaria Alpine a las 5:30 p.m. Miércoles 19 de octubre.

Los residentes del Distrito Cinco están invitados al próximo en el Pabellón del Centro de Visitantes a las 5:30 p.m. el 17 de noviembre.
Un Ayuntamiento para el Distrito Cuatro será a las 6 p.m. El 1 de diciembre en la Biblioteca Pública de Alpine y el Distrito Tres será el 7 de diciembre al mediodía en el American Legion Hall.
