Alpine Independent School District posted on Facebook this week about Superintendent Dr. Michelle Rinehart meeting with legislators about public school funding last week.
She told the Legislature that Texas school funding traditionally has short-changed rural districts, that it costs Alpine I.S.D. more than three million per year for special education services.
These are services that are required for students based on their Individualized Education Program and part of a federal program of free appropriate public education.
But Alpine only receives a third of its Special Education Allotment funding from the state, leaving a funding gap of two million. The post notes this underfunding is not unique to Alpine.
The Texas Commission on Special Education calculated a two-billion-dollar funding gap between state funding for Special Education and what it costs districts to provide it.
Dr. Rinehart told the Texas Tribune this week that with a record state surplus, this is the year to fix that problem.
The long-awaited opening of the Big Bend Regional Health Clinic in Presidio has been scheduled for the end of this month.
The ribbon cutting and open house will be from 5 to 7 November 29 at the new clinic at 602 West O’Reilly Street, Suite C, in Presidio.
Several local leaders have been invited along with performances by the Presidio High School Conjunto Band.
Appetizers and more will celebrate the arrival of local access to healthcare for the people of Presidio and the broader Texas border region.
Dr. David Sanchez and Family Nurse Practitioner Bob Rice will offer services that include family medicine, obstetrics care, vaccinations and walk-in appointments for all ages.
The clinic will open on November 30 and appointments will be available from 7 to 7 Thursdays, Fridays and Saturdays.

Voting day is Tuesday next week and one item will be on the ballot for residents of Lajitas along with the 14 Constitutional Amendments.
The Big Bend Sentinel this week explains the proposed creation of a “Lajitas Utility District” on the ballot.
It originally was established by an act of the legislature in 2011 but remained dormant. This “local” issue on the statewide ballot would revive that effort.
The district consists of three thousand undeveloped acres within the Lajitas Golf Resort and Spa.
The district’s attorney Ronald J. Freeman said “no specific plans” have been made for future facilities or services.
But he said the district would have the power to provide for such development if it should decide to move ahead.
“Ten in Texas,” a movie created, produced and filmed in West Texas by West Texans will be shown to the public Sunday at the Granada Theater.
Susan Combs of Marathon wrote the script and Sam Pfiester of Fort Stockton produced it, his second full length movie.
It stars Abigaile Pfiester and includes Anne Calaway, Modesta Williams, Liz Rogers and others. It’s about ten West Texas women ranchers who mastermind a plan to help their neighbors in need in Boquillas, Mexico.
The showing will be at 3:30 Sunday. Doors will open at 2:45.
All ticket sales will be donated to the Museum of the Big Bend Education Fund. Tickets can be bought at Ticket Portal or at Alpine Screening Event.

El Distrito Escolar Independiente de Alpine publicó en Facebook esta semana sobre la reunión de la Superintendente Dra. Michelle Rinehart con legisladores sobre la financiación de las escuelas públicas la semana pasada.
Ella le dijo a la Legislatura que el financiamiento escolar de Texas tradicionalmente ha defraudado a los distritos rurales, que le cuesta a Alpine I.S.D. más de tres millones por año para servicios de educación especial.
Estos son servicios que se requieren para los estudiantes según su Programa de Educación Individualizada y parte de un programa federal de educación pública gratuita y apropiada.
Pero Alpine sólo recibe un tercio de su financiación de la Asignación de Educación Especial del estado, lo que deja un déficit de financiación de dos millones. La publicación señala que esta falta de financiación no es exclusiva de Alpine.
La Comisión de Educación Especial de Texas calculó una brecha de financiamiento de dos mil millones de dólares entre los fondos estatales para la Educación Especial y lo que les cuesta a los distritos brindarla.
La Dra. Rinehart le dijo al Texas Tribune esta semana que con un superávit estatal récord, este es el año para solucionar ese problema.
