Good evening, today is Wednesday, December 7th, and I’m Hector Montemayor-Perez.

Services for Rosa Waters Garcia will be Saturday morning at Our Lady of Peace Catholic Church. She died Friday.

Rosary will be at 9:30 followed by the funeral mass.

Rosa was born on July 16, 1953, in Alpine and was a graduate of Alpine High School and received her Master of Education in 1975 from Sul Ross State University.

She began her teaching and coaching career in Alpine before continuing to serve the communities of Presidio, Fort Stockton and ultimately retiring in Fabens in 2019.

Rosa is survived by her husband of 46 years, a son, a sister, two brothers and two grandchildren.


The Alpine City Council Tuesday approved on first reading a new noise ordinance dealing mostly with loud music.

Working with the Music Advisory Board, an ordinance has been drafted setting decibel limits for music events during various times of the day, higher in daytime and lower at night.

City Manager Megan Antrim said it is aimed at several big music events during the year which bring visitors to the area and are good for the economy.

At the same time, nearby residents have complained when it gets too loud, particularly at night when they are trying to sleep.

Outdoor amplified sound is prohibited between 10 p.m. and 7 a.m. every day as well as use of power tools and some motor vehicle noises during those hours.

Mayor Catherine Eaves has reported noise complaints are frequent conversations at her Meet the Mayor meetings.

In other action, council amended building regulations, including fees for various projects.

Building Official Andrew Devaney said it sets flat fees instead of basing them on the size of the project, which can be quite costly for larger projects.

And former Mayor Andy Ramos was appointed a member of the Parks and Recreation Board.


Family Magic Night is returning to Alpine with a new show including an aerialist that still will include a family-friendly show full of nutty tricks, crazy stunts, magic tricks and more.

The Alpine Public Library will host a free performance from the group behind the program from 4:30 to 5:30 p.m. Thursday at the library 

After the show at the Library, it will move on to the Granada Theatre Friday through Sunday.

The Granada is selling tickets at 10 dollars online or 15 dollars at the door for children six and under and 15 dollars online or 20 dollars at the door for adults.

Nearly 150 students will graduate from three different colleges at Sul Ross State University’s Fall Commencement ceremony at 5:30 Thursday in the Gallego Center.

The College of Agriculture, Life and Physical Sciences will confer 28 bachelor degrees and eight masters degrees.

The Jimmy D. Case of the College of Literature, Arts and Social Sciences will confer 23 bachelor degrees and two masters.

The College of Education and Professional Studies will confer 65 bachelor degrees and nine masters.

Vice President for Student Affairs at Sam Houston State University Frank Parker will deliver the commencement address. 

His career in higher education began at Sul Ross in 1977 after completing his bachelor’s degree in Political Science and History.

He later received his graduate degree and continued his career in higher education and, to date, has completed more than 45 years of service to the Texas State University System.

Los servicios para Rosa Waters García serán el sábado por la mañana en la Iglesia Católica Our Lady of Peace. Ella murió el viernes.

Rosa nació el 16 de julio de 1953 en Alpine y se graduó de Alpine High School y recibió su Maestría en Educación en 1975 de la Universidad Estatal de Sul Ross.

El Ayuntamiento de Alpine aprobó el martes en primera lectura una nueva ordenanza sobre el ruido que se ocupa principalmente de la música alta.

En colaboración con la Junta Asesora de Música, se redactó una ordenanza que establece límites de decibeles para eventos musicales durante varios momentos del día, más altos durante el día y más bajos durante la noche.

La administradora de la ciudad, Megan Antrim, dijo que está dirigido a varios grandes eventos musicales durante el año que atraen visitantes al área y son buenos para la economía.

Al mismo tiempo, los residentes cercanos se han quejado cuando se vuelve demasiado ruidoso, particularmente por la noche cuando intentan dormir.

El sonido amplificado al aire libre está prohibido entre las 10 p.m. y las 7 a. m. todos los días, así como el uso de herramientas eléctricas y algunos ruidos de vehículos motorizados durante esas horas.

Su carrera en la educación superior comenzó en Sul Ross en 1977 después de completar su licenciatura en Ciencias Políticas e Historia.

Más tarde recibió su título de posgrado y continuó su carrera en la educación superior y, hasta la fecha, ha completado más de 45 años de servicio en el Sistema Universitario del Estado de Texas.
